RLO may or may not play nice with Cyrodiil, especially the Imperial Palace and other interiors as it's a skyrim based mod that "bleeds" into other world spaces. You may need to uncheck it. But after 8 hours of head banging we found the best way is to add Rigmor to a 3rd party follower overhaul mod and then dismiss her. Use either EFF or AFT (recommended hands down the best) and force Rigmor into that mods follower system, and once she is following immediately dismiss her.
